The plaintiffs in this case are the Spring Valley Branch of the National Association for the Advancement of Colored People (NAACP), Julio Clerveaux, Chevon Dos Reis, Eric Goodwin, Jose Vitelio Gregorio, Dorothy Miller, and Hillary Moreau. The defendant is the East Ramapo Central School District.

The plaintiffs sought relief under Section 2 of the Voting Rights Act of 1965, alleging that the at-large election system used by the East Ramapo Central School District diluted the votes of black and Latino residents. They argued that this system resulted in these minority groups having "less opportunity than other members of the electorate to participate in the political process and to elect representatives of their choice." Moreover, the plaintiffs contended that the Board of Education's financial decisions resulted in inadequate educational opportunities for Black and Latino students. The plaintiffs requested the district court to declare the at-large method of election as a violation of Section 2 of the Voting Rights Act, enjoin the District from conducting further elections using this method, and order the implementation of a single-member ward election system. 

The district court held that the at-large election system used by the East Ramapo Central School District violated Section 2 of the Voting Rights Act. The court found that the system resulted in vote dilution for black and Latino residents. The court enjoined the District from holding further elections under the at-large system and ordered the District to propose a remedial plan that complies with the Voting Rights Act, which would involve dividing the District into nine voting wards. The United States Court of Appeals for the Second Circuit affirmed the district court's decision, rejecting the District's arguments and upholding the use of Bayesian Improved Surname Geocoding (BISG) as a reliable method for analyzing vote dilution.

In coming to its decision, the second circuit relied on several key cases, including Thornburg v. Gingles, which established the framework for analyzing claims of unlawful vote dilution under Section 2 of the Voting Rights Act. The court also referenced Goosby v. Town Board, which clarified that causation is considered under the totality of the circumstances rather than as part of the Gingles preconditions. The court's analysis was further supported by the legislative history of the Voting Rights Act and the 1982 Senate Report, which emphasized that discriminatory results, not intent, are sufficient to establish a violation of Section 2. 

Ultimately, the court focused on several critical aspects in crafting its decision such as racial discrimination, mismanagement and funding issues, state and local legal remedies, educational inequality, and community mobilization.
