On December 12, 2018, a group of individuals who were placed in jail because of an inability to pay fines, penalties, and other charges, filed a class action lawsuit in the U.S. District Court for the Eastern District of Missouri. The plaintiffs sued thirteen St. Louis County municipalities under 42 U.S.C. § 1983 and § 2201. The plaintiffs, represented by ArchCity Defenders and private counsel, asked the court for declaratory, injunctive, and compensatory relief, claiming violations of the Fourth, Sixth, and Fourteenth Amendments. This case concerns the City of Edmundson's alleged practice of exploiting primarily poor people of color through a system of criminalizing, arresting, and jailing people who could not afford to pay court fines and fees as a result of a municipal court system geared towards excessive ticketing. The case was assigned to Judge Ronnie L. White.

Plaintiffs sought declaratory judgment, injunctive relief, and monetary damages. Plaintiffs alleged the City of Edmundson's pattern and practice of exploiting primarily poor and Black individuals through an unlawful and perverse system of criminalizing, arresting, and jailing people who could not afford to pay court fines and fees stemmed from over-policing, excessive ticketing, and a revenue-generating municipal court. Plaintiffs proposed two Classes: a Declaratory and Injunctive Class and a Damages Class.

On February 16, 2021, the parties jointly filed a motion to amend the case management order. On March 15, 2021, the parties jointly filed their motion to stay discovery which the court granted the same day. After filing regular status reports, the parties jointly filed their motion to certify the class on April 15, 2022.

On May 19, 2022 proceedings were held to certify the classes and the court granted preliminary approval of the class action settlement.

The final settlement hearing was held on January 3, 2023. That day, the court granted final approval of the class action settlement. The approved settlement classes are as follows:

(1) Jailed Class: All persons who, between December 12, 2013, and July 1, 2021, were arrested or incarcerated by the City of Edmundson. (2) Paid Fines Class: All persons who, between December 12, 2013, and July 1, 2021, paid a monetary sum to City of Edmundson; and (3) Warrant Class: All persons who were the subject of an arrest warrant issued by City of Edmundson between December 12, 2013, and July 1, 2021.

The court awarded plaintiff's attorneys’ fees and expenses of $47,500.00. The court also awarded each class representative $7,500 for being the face of this litigation and for the time and energy spent in assisting with the investigation, drafting, and negotiation of this litigation. The case was dismissed on July 12, 2023.
