On March 5, 2025, BlueRibbon Coalition, Inc., Sage Riders Motorcycle Club, and an individual plaintiff who was a member of both groups filed this lawsuit in the United States District Court for the District of Utah. The case was assigned to Judge David O. Nuffer. Plaintiffs named the Bureau of Land Management and the U.S. Department of the Interior as Defendants. The Plaintiffs challenged the route closures established by Defendants' approval of the San Rafael Travel Management Plan/Final Environmental Assessment, claiming that Defendants' actions violated the Administrative Procedure Act and the National Environmental Policy Act. The Plaintiffs were represented by an attorney from BlueRibbon Coalition, Inc. They sought declaratory and injunctive relief, as well as attorney fees. 

On March 6, 2025, plaintiffs filed a motion seeking relief under 5 U.S.C. §705, or in the alternative, a preliminary injunction to enjoin defendants from enacting the San Rafael Travel Management Plan/Final Environmental Assessment. On March 10, the Southern Utah Wilderness Alliance (SUWA) moved to intervene in the case on behalf of defendants. The court granted SUWA's motion on April 21, finding that it possessed protectable interests that could be impaired by the outcome of the litigation. 

On October 2, the United States Attorney’s Office sought a stay of all civil cases within the District of Utah involving the United States or its agency, corporation, employee, or officer until Congress restores appropriations to the Department of Justice. As a result, this case was stayed. On November 21, Judge Nuffer lifted the stay after federal funding to the Department of Justice was restored. 

This case is ongoing.
