The Philadelphia District Office of the EEOC brought this suit against Target Corporation in September 2005 in the U.S. District Court for the Eastern District of Pennsylvania. The complaint alleged race discrimination in violation of Title VII of the Civil Rights Act of 1964. The Philadelphia District Office of the EEOC brought this suit against Target Corporation in September 2005 in the U.S. District Court for the Eastern District of Pennsylvania. The complaint alleged race discrimination in violation of Title VII of the Civil Rights Act of 1964. Target, a retail sales store, allegedly subjected an African-American assistant manager to a hostile work environment, failed to promote him, and constructively discharged him because of his race. The charging party intervened in the law suit, and Target filed a motion for summary judgment that was not resolved before the parties settled. The parties entered into a consent decree in February 2007.

According to the EEOC's press release, "[t]he consent decree settling the lawsuit provides [the charging party] and a class of 13 African American employees with $775,000 and requires that all managers and supervisors at the Springfield store will receive training in the company's equal employment opportunity policies. The decree also requires Target to post a notice about the settlement; ensure that its complaint procedure is effectively communicated to the workforce; and take remedial action if an employee violates its equal employment opportunity policy." The decree's term was two years.

In 2009 and 2010, there was some kind of a dispute about whether some of the records in the case would be unsealed, but the parties in the end agreed that medical records appropriately remained sealed indefinitely; the court signed off on that stipulation in Feb. 2010. The case is closed.
